County Administrator's Biography
W. Kevin Massengill

Mr. Massengill has been a resident of Dinwiddie County since the age of four when his father, now retired State Police Superintendent Gerald Massengill, was promoted to the rank of First Sergeant and assigned to the Petersburg Area Office.

He is a graduate of Dinwiddie County High School and Richard Bland College where he earned an Associates Degree.  Mr. Massengill attended and earned a Bachelor’s Degree in Urban Studies with course work concentrations in public policy and geography from Virginia Commonwealth University. In addition, Mr. Massengill is a graduate of the Virginia Executive Institute.

After college, Mr. Massengill was hired by Governor Jim Gilmore as a Special Assistant. Mr. Massengill was quickly promoted to the position of Deputy Director of Constituent Services and oversaw the daily operations of the largest division of the Governor’s staff. 

In this capacity, Mr. Massengill was responsible for tracking legislation, responding to citizens and following concerns from local, state and federal government officials. In addition, he oversaw the public relations efforts of the Governor.

Mr. Massengill was asked to remain at the governor’s office when Mark Warner was elected Governor. Mr. Massengill served in this capacity for approximately one year before accepting the position of Assistant County Administrator in Dinwiddie County. In this capacity, he was responsible for overseeing the daily operations of the County and focused on issues related to planning and community development.

In June 2006, Mr. Massengill accepted the role of County Administrator, after serving two times as interim County Administrator. As County Administrator, Mr. Massengill oversees the proper administration and control of all county operations 

Mr. Massengill and his wife Courtney reside in Sutherland, VA, and they have two boys. He is an active member of the community and at Ocran United Methodist Church, where he holds several positions.
