Children's Services Act
The Children's Services Act for Youth and Families is a 1993 Virginia Law that provides for the pooling of eight specific funding streams which purchase services for high risk youth. These funds are returned to the localities with a required state / local match and are managed by local inter-agency teams. The purpose of the act is to provide high quality, child centered, family focused, cost-effective services to high risk youth and their families.

Each locality is required to have at least two different inter-agency teams who implement the Children's Services Act as outlined by the Code of Virginia. They are the Community Policy and Management Team (CPMT) and the Family Assessment and Planning Team (FAPT). The CPMT has administrative and fiscal responsibilities for the local funds pool, the development of local policy and procedure and appoints the members of the FAPT. Both teams comprise a member from:
  • County Administration / Designee
  • Department of Social Services
  • Public School system
  • Court Service Unit
  • Department of Mental Health
  • Department of Health
  • Parent Representative
  • Private Provider

These teams work with the families to develop the Individual and Family Service Plan.
